emacs25-common software package provides GNU Emacs editor's shared, architecture independent infrastructure, you can install in your Ubuntu 17.04 (Zesty Zapus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install emacs25-common
emacs25-common is installed in your system.
Make ensure the emacs25-common package were installed using the commands given below,
$ sudo dpkg-query -l | grep emacs25-common *
You will get with emacs25-common package name, version, architecture and description in a table
